Commute Seattle is a non-profit commuter service organization working to reduce drive-alone commute trips in an effort to improve access to and mobility through downtown Seattle. An alliance of the Downtown Seattle Association, King County Metro and the City of Seattle, Commute Seattle helps commuters find an alternative to driving alone by providing downtown commuters, employers and property managers with information about a variety of commute options in one convenient location.

POSITION DESCRIPTION
Commute Seattle seeks Bike Program Coordinator to lead a 12 month building bicycle inventory project collecting and analyzing data on baseline bike amenities in Seattle’ Center City.

Commute Seattle’s goal is to achieve 6,000 daily bicycle commuters into Center City by 2015 requires understanding of the existing level of private and public sector bicycle parking available to accommodate desired levels of bicycle commuting. The Bike Program Coordinator will develop and field a Building Bicycle Parking Inventory of base-line amenities, which include racks, lockers and showers.

The Bike Program Coordinator will work collaboratively with Commute Seattle partners and stakeholders to develop and lead the project. Partners include but are not limited to the Downtown Seattle Association, King County Metro, the City of Seattle, and other bicycle and transportation organizations. The position with lead the project and work collaboratively to design the survey methodology, approach, implementation, data collection, analysis and reporting. On-site inventory will be conducted during the summer of 2010. A completed inventory will drive deliverables which include completing a gap report, publishing a web-based bike rack map, and assisting in producing strategic plan for a Commute Seattle’s nascent bicycle commute program.

The project represents a model for coordination between private and public entities and is based on a service contract with SDOT and funded by Washington State’s Department of Commerce.

RESPONSIBILITIES
• Develop the methodology and approach requirements to complete an accurate and useful inventory of private building bicycle parking amenities
• Plan, implement and field inventory protocols, observation schedules, and data collection
• Develop and communicate effective strategies for managing data collection, analysis and retrieval by and subdividing downtown geographies by property address, parcel, block, section or neighborhood
• Develop and implement effective communications, relationship and partnerships with property owners to achieve collaborative effort and access to private sector amenities for the purpose of completing building inventories of
• Work collaboratively and creatively with partner organization to achieve best practices, data and methodology alignment and compatibility.
• Hire, train, manage summer interns for data collection
• Compile, merge, and analyze private data with public data
• Report findings, including gap report and recommendations
• Create bike facilities map
• Help design and adhere to best practices for database management
• Meet quarterly reporting requirements as established with program manager
• Perform necessary administration and operations functions such as recordkeeping, program measurement, effective reporting, correspondence, and protocol development

CANDIDATE QUALIFICATIONS:
• Professional, polished, confident and capable of developing professional client relationships.
• Previous experience implementing transportation demand management (TDM) strategies preferred
• Bachelors degree required; graduate degree preferred
• Demonstrated experience in program design and management
• Strong analytical skills including experience with data collection, data management, quantitative analysis and reporting; Competency with MS Access and Excel required, and GIS preferred.
• Demonstrated ability to develop and give effective presentations to small or large groups
• Demonstrated success meeting monthly, quarterly and annual project benchmarks and timelines
• Must be able to work independently and as part of a team, and have a strong sense of responsibility.
• Requires excellent written and oral communication skills, including the ability to make public presentations to large groups.
• Strong organizational skills, and the ability and willingness to handle multiple projects, demands and moving targets are a must.
• Working knowledge of MS Word, Outlook, Power Point required.

POSITION FUNDING:
This position is currently funded through a service contract which expires on December 31, 2010.

COMPENSATION:
Annual salary 38,000+, plus full medical, dental, vision benefits, paid time off, short and long term disability, 401K retirement plan and annual ORCA Pass.
