POSITION DESCRIPTION
This position is the overall lead for all (Seattle City Light) SCL environmental cleanups, including Superfund, responsible for overseeing highly technical cleanup issues, as well as negotiating strategic and policy issues with partners, outside parties, stakeholders, and regulatory agencies. Represents SCL in the City’s contaminated sediment program. This position works with our SPU environmental liability partner providing key input into the reporting of SCL environmental liability. The position coordinates budgetary information from all cleanup project managers to maintain future year budgetary estimates and manages consultant contracts. The position reports to the Manager, Environmental Management and Compliance Unit.
JOB RESPONSIBILITIES:
The primary responsibility of this position is managing and coordination of SCL's contaminated site remediation program, which includes multiple sites under multiple programs, including voluntary cleanups, cleanups under Orders, and Superfund. On a more general basis, the position develops and manages programs to ensure environmental compliance for Department projects and programs.
•Develops and defends policies affecting the City’s ability to fund and deliver programs and services; advises elected officials and/or department heads of major City departments on policies which may involve long term impacts to the City, City services, City partners, or the public.
•Provides recommendations for development of significant departmental program or business unit budgets.
•Communicates to internal and external audiences on behalf of elected officials and/or department heads of major City departments on a variety of significant issues.
•Acts on behalf of and represents priorities and interests of elected officials and/or department heads of major City departments on a variety of cross functional, departmental or jurisdictional teams.
•Has technical expertise in a specific field, typically evidenced by a required degree or license, and provides authoritative advice on technical matters. Represents SCL and the City in critical technical discussions and negotiations with the technical staffs of other parties (Port, County, Boeing, etc.) and regulatory agencies (EPA, Ecology), as well as with stakeholders such as tribes and environmental groups.
•Provides technical support to the law department as part of legal actions to ensure fair allocation of liabilities within specific superfund areas.
The entire cleanup process is highly public, requiring tact, diplomacy, and the ability to make a strong fact based case in support of SCL as a steward of the City’s rate payers. Not only must this position be an expert in the technical science of soil and water contaminants, but the position also must be highly skilled in managing budgets and the appropriation systems of SCL with regards to liability accounts and the General Accounting Standards Board (GASB) requirements. The position will, from time to time, oversee SCL’s response to a spill, working with regulatory agencies as the SCL liaison and guiding the SCL crew chief and/or cleanup contractor in their efforts. The position could be taking on permitting issues and other SCL environmental responsibilities as directed. This position also provides mentorship of several other less experienced senior environmental analysts as they take on smaller environmental remediation projects.
REQUIRED QUALIFICATIONS:
Bachelor’s Degree in an Environmental or related field with 10 years of experience working on environmental cleanups with regulatory agencies (EPA and Ecology). Successful experience working on Superfund and other remediation projects. Experience working on large projects, coordinating the work of project managers, consultants, and project team members, preparing, tracking, and implementing budgets. Strong technical knowledge on developing and implementing cleanup strategies, sampling approaches and analysis, source control techniques, risk management, and Best Management Practices for environmental protection. Demonstrated ability to work cooperatively with others, a team leader and player, self-starter, customer service oriented, work well under pressure. Ability to meet deadlines. Strong analytical and communication skills (oral and writing), requiring frequent public speaking and executive briefing. Experience providing leadership, focus, and direction to multidisciplinary work groups across organizational lines. Experience acting as a technical expert on remediation issues, and developing recommendations for senior management on policy options and program direction.
DESIRED QUALIFICATIONS:
Master’s Degree is preferred in an Environmental or related field. Strong skills working on Office suite of computer programs. HAZWOPER 40 hour qualified. Aptitude to learn Environmental Liability accounting practices.
